Governments need to turn climate commitments into legally binding renewables targets for 2030 and 2040, with clear near-term, medium-term and long-term targets that incrementally ratchet up ambitions for clean energy systems. In this decade, targets must translate into action and governments need to actively clear regulatory red tape to scale up wind power at the necessary pace and push fossil fuels off the grid.
